Programs
Programs at /items/program are the engagement containers: the top of the work-item hierarchy, holding the projects underneath. The model — program to project to deliverable to task — lives on the Work items hub.
- A program holds engagements; the projects under it hold the bounded pieces of work. Keep the split clean — a program that is also doing project-level tracking blurs every rollup above it.
- Program kinds, fields, and defaults live under Work Item Types. Statuses run inside Settings Workflows — move a row only when the work actually moved.
- Repeatable engagement shapes start from Templates. If the same program gets rebuilt every engagement, the template should exist.
